This is total BS. First off, no farmer would use a lawn mower to destroy his soybean field. If he was big enough that the government cared about he would disc it under, which he probably wouldn’t do at all. Just don’t harvest it. Done. Second, they would tell you exactly how many acres to not harvest, not this “start mowing and we’ll tell you when to stop nonsense.
