I got a speculation. The Just US Department is the deep state, right along with the corrupt ass fbi. They pick and choose who they will prosecute on the basis of politics. The whole Just US Dept. seem to be an overstaffed, underworked bunch of lazy do nothings, unless there is a narrative to be made.
