This brings to mind a Black Mirror episode... Men Against Fire.

Basically, soldiers are killing “mutants” and when one man’s neural implant malfunctions he realizes they aren’t actually mutants... they’re just innocent people.

I saw an advertisement for a new movie on amazon called ‘bliss’ and your idea reminds me of it. They basically do it with a drug. In black mirror the military is mentally caused to see monsters when they fight instead of people. The things they dream about are the things of nightmares.
