So, the police chief is not outraged by the beheading, but he IS outraged that someone posted the video online.

Where did you get the idea her want outraged about the beheading? Just asking.
Does he say "deeply disturbing that"
A) there was a beheading in broad daylight in the city, or B) that it was posted on social media?
It might be both, but the comment shows the priority in his thought process.
In this quote he does not say he was disturbed by the beheading. I don't know what his full statement said.
Exactly. And does not mean you are wrong, I hope he has some concerns that the woman was beheaded in his district.
The comment does strongly suggest that an equal or greater concern was the optics of the incident being posted.
