There is so much wrong technically with this article that the author should be ashamed of themselves. The use of over horizon radar (OTH) is nothing new, and the placement of it near a populated area is more about the areas they want coverage than any other factor including the CCPs lack of concern for citizen safety.

However, that does not mean you cannot read between the lines and see what they are revealing here.
Recall that the Cabal always telegraphs their moves ahead of time. Their hubris and code require them to broadcast their intentions for the world to see. It is the ultimate sign of domination when you can show your enemies exactly what you intend to do, and then do it.
agree. this broadcasting 'concern' over China using their version of HAARP as a military installation is the head fake. they're bragging about their total global control through these arrays and revealing their intent to be overt with a "military application" which they will blame on China.
Haarp is not as powerful as it once was when "all" transmitters and antennas were used together simultaneously. Many have been decommissioned and risk to nearby population is inconsequential. There is still interference "risk" to airplanes that fly in the cone above it, so as a precaution, aircraft are diverted around it during use. Simple safety that probably wasn't revised following the partial decommissioning.
