I heard somewhere the bill outlines advanced automotive technologies that would require facial recognition and breathalyzer if passed.. anyone have information backing this claim?

This is true. Just do a web search for "infrastructure bill breathalyzer" and hundreds of articles are listed. From both left and right leaning sources.
