Not only is it interlaced but they didn't bother to deinterlace.
What source did they start with?
What method are they planning on distributing this?
Are they only distributing in the U.S.?
If you don't understand why I bring this up... It's odd to have an interlaced video in today's digital age... this video was made like it was made for analog OTA transmission, not digital distribution.
If it helps for analog transmission, then I would guess that is intentional. Harder to stop people from seeing it, if it can be broadcast by towers.
That is odd. Maybe someone didn't know what they were doing when they shot the video and had a setting wrong in the capture device. Interlaced doesn't do well on computer displays. Everything is more or less progressive scan these days.
