HAMR/HAMMER was the supercomputer and operating system developed by the CIA. SCORECARD was the "app" which coordinated all the election fraud by hacks, exploits, traffic management, etc.

Rumor is Comey was integral in facilitating the sale of HAMMER et al to China.

SCORECARD is behind Dominion controlling the steal.
