Comment on another site was that given the way it was loaded on YouTube, it was prerecorded. Interestngly, it was 17 or 18 minutes long, and that's how late it appeared on YouTube.
Honestly speaking, I did watch it “live” on YT White House channel and it did seem glitchy, almost like they removed a couple sentences that he said (or mis said)
