Except only when you read it backwards it says 9011. So no, I don't think so.

They often leave the zeros out, just what I’ve noticed with time stamps or mirror

Not when it's a significant digit. 1109 in reverse is 9011. If it was 0911 I'd be more inclined. But then the plane would have needed to be #1190.
