What if this is part of some plan to expose bureaucrats or the wrong people in certain positions within the chain of command, so all military members can see who needs to be taken care of to ensure continued operation?

Because next they cold arrests those bureaucrats taking part in a coup against national defence, remove them, try them, and install distinguished patriotic military people in the roles to maintain stable operations.

Once the house is clean of the rot, the next step could be to turn and uphold the constitution to defend the nation against the failing government, to secure smooth transition into a next administration.
