I had the same question. Further research shows that this portion of HB39 was introduced on 8/2 during the current session. It has not passed. However the discussion of the bill is not on the agenda for session 2 at least for Monday. Normally special sessions only last for 30 days and will end on 8/30. I've already called my local representatives on Friday but I think its time to call Abbott too and demand a third session to get this passed. I am calling in the morning.
I looked up HB39 and it looks like something that was already passed… idk what I’m reading on the official bill site
