I am not sure what this means. I do know that hospital morgues have limited storage of bodies. Like just a few not like in the movies or perhaps the county morgue.
I have not seen this in Portland but if the county morgues are overwhelmed is it because no body is moving all the bodies as they slowly piled up. Most bodies are claimed but those that don’t stay. Suppose during the plandemic the bodies of the poor were never moved out
Slowly the capacity decreased and if no one bothered to check capacity and instead wanted to create a panic?

I think my wife's has literally single digit storage, so around 1% of total bed capacity for reference.
