Notice in Biden's address to us on covid he used the word "rule" for employers who have more than 100 employees. Then he passes this on to OSHA. Note in the first few paragraphs of the OSH Act of 1970 that they do not pass laws, they suggest "rules". Also note the procedures in place for employees to participate in their adoption.
