File for unemployment. Unpaid leave should qualify for it. Quitting a job (usually) does not qualify. And being fired may, or may not qualify, depending on the reason for the firing. But be certain she has the reason for her being put on leave in writing, first.
I am no expert but heard someone talk about this yesterday. He worked for an airline in the past and upset some higher ups. Instead of firing him they put him on unpaid leave and he just eventually quit...which is what they seemed to want. I don't know what her legal options are. Someone here should.

Was it considered a “reasonable accommodation”? If so, according to EEOC, being put in unpaid leave is not considered a reasonable accommodation

Sue? Doesn't seem right that they can just leave people in limbo. Surely there has to be protections against this.
