It was all to allow the government's intrusion into your PRIVATE medical records with planned nefarious involvement of big tech. (Think FB and 23&Me)

One of the first objectives of compliance for your doctor to receive incentive funds involved disclosing details of ALL of their patients (not just medicare patients) These details included all of your documented medical problems, allergies, current and past medications, ETHNICITY and Smoking status!

This information has now been digitized to create data set & profiles involving every bit of "protected" health information that has been and will continue to be collected on each individual.

The Health Information Technology for Economic and Clinical Health Act (HITECH) is part of the American Recovery and Reinvestment Act (ARRA) of 2009 and creates incentives related to health care information technology, including incentives for the use of electronic health record (EHR) systems among providers.
