I didn't take Ratcliff's statement with the weight that it deserved when he said he didn't agree with the IC that there was not foreign election interference. I theorize that the DNI were aware that Jong was going to defect (or maybe he had already and it was only reported it was Feb 2020 and not earlier) and they likely had intel already that China was involved (live OP during Nov 3rd, Germany raid etc.) They KNEW there was foreign election interference and so the 3 letter's, by coming out with a blatantly false denial, were showing that they were compromised actus reus.
