If the PDF file that was posted in another thread is legit, it definitely doesn't say Trump was cheated or makes any definitive decision, it just lays out their findings. You have to look deeper in to the declarations made inside it. For example it talks about the paper stock found on numerous ballots was not the official paper that was supposed to be used. Had marks on ballots that were inconsistent with the official ballots, etc. To me that shows fraudulent ballots were used, and it even lists the locations where these various paper ballots were picked up from. So yeah, not a "decision" statement but a profile of what they found, make of it what you willl. The left will defintely try to claim there is no proof, that the CN's didn't admit Trump won or was cheated. But that wasn't their job, and that's not what they showed.
