I think OP might be suggesting that those who advanced into the later stages of Cicada 3301 might be, or had been, working of some part of what "built Q" or became Q. I would say it is possible, unlikely, but certainly possible that the US MIL used an internet puzzle like cicada to recruit and then also plan this out. Maybe the "Plan" was always there, but the PUBLIC awakening was designed, possibly, by those who knew how the puzzle[s] worked at its core. Just an interesting thought I have had in the past as well.
