Following the same playbook as all large crime syndicates, use part of their stolen money to bribe law enforcement to look the other way. In this case, a slight modification of the formulaic response.. hiring law-makers. Which are all still bribes.
If we are going to draw on WW2 for inspiration vis a vis the nuremburg trails and laws, maybe lets continue that line of inspiration and give big pharma the IG Farben treatment
Was part of the Farben treatment actual hanging? 'Cause if not, not interested. Hanging has got to be involved.
