Why is the freemason ring a different resolution than the rest of the picture?

Here's what I can tell you about that picture. It's posted on Twitter and OP didn't link to the actual Tweet for whatever reason.

Image itself looks legitimate to me and appears to have been taken with a modern smart phone camera based on the resolution of original image. Looks like video was paused and you can see the flash from the smart phone.
