My first thought was a continuing theft of income. First grab will be excessive fines imposed for a violation. Then they'll probably issue a license of deviance for contractors, welders and such if they are willing to pay the extravagant fees.

Short explanation for legal deviance. "Marihuana is an illegal controlled narcotic." Prosecuted and fined for possession. But, "Hemp is utilitarian plant." May be possessed if you pay the fees and buy the license.
