It seems a lot of container ships are being held out of port right now.

If there are any people holed up inside, I wonder how long they would last?

Lots of variables, but what how long of an unknown delay would an invading army prepare for? 2 weeks? 3 weeks?

Exactly. But not so sure about it being "predictive programming". Realistic RTS are using probable scenarios.
