Plausible. Does make a certain sense. It's of course just a theory but, the access denied from the pentagon when Biden first came in because of ops already in progress not on a need to know basis fits in nicely with the PEADS remaining in place during a declared emergency. Also, dems have been slobbering to get PEAD access. Lots of coincidences.
