Maybe 11.3 is reached when the coup started, November 3rd, not when they stole power on 1/20.

I agree with you...

I'd say the treason occurred on 11/03 with the election fraud. Treason was committed that day, as Xiden wrongfully claimed President-Elect. I don't know how the DOD might define it, but it seems to me the theft was committed 11/03, and the stolen goods were delivered on 1/20.

11.3 and 11/03 in my interpretation, is the same - in this instance.
