From what I can tell, those Australian "phone pass" / contact tracking scanners are effectively optional because not everyone owns a mobile phone and those who don't are expected to write their contact details in a book... so you can just ignore it.

West Australian resident here, I don't use the app at all. Just walk past the signs, if someone asks me to scan in I just write it in the book
