It allows for the continued use of several things. 1 is the national guard as healthcare personnel where needed. 2 suspends the need for a certificate for the involuntarily confinement of mentally ill individuals. 3 it allows for the construction of temporary quarantine and isolation facilities.
What it does not do. It is not directing these things to happen. It is not an order to build a facility and staff it with national guard. It is not an order to quarantine and isolate in a facility anyone against their will.
So i think this is being over exaggerated. Here is the link to the actual order that was issued in August.

These same things are in place in most states. TN is one of 2 states to ban vaccine mandates and vaccine passports across the board. https://www.nashp.org/state-lawmakers-submit-bills-to-ban-employer-vaccine-mandates/
TN also banned mask mandates in schools. https://www.nashp.org/states-enact-policies-to-support-students-transition-back-to-school/
We should be cautious because everything could be abused but at this time there is not a facility being built as described in the article.
He already removed the authority of Mayors to make mandates and removed the power granted them at the beginning of the pandemic.
