I don't get using the National Guard b/c of shortages of medical personnel.

  1. They fired medical staff who did not get the injection, creating a shortage on purpose -- so they could do this and bring in foreign medical workers;

  2. The members of the Guard in medical positions work in civilian medical positions; so calling them up takes them away from their own medical jobs to fill other medial jobs. Robbing Peter to pay Paul doesn't accomplish anything.
