This is a red-herring; 666 is one of the few "banned" SSNs; I think they just use that to mark the form as "invalid" since the form likely made SSN a required field.
That's what I thought at first, but are there any 3 valid 3-digit SSNs? I would think no way. However, it seems that students who fall into this category are given a complete ID number that starts with 666, and I would guess that no valid SSN starts with 666, so that would be a partial explanation. Ultimately, even if this is some DS shenanigans, I don't really think it's worth our attention considering that they seem to be engaged in much more obvious evil actions than this.
