I believe this story is misleading and being pushed that way on purpose. Photo's taken carefully cropped and zoomed to look like the wall continues.

I saw a video of a nice gentleman who walked down to check it out. The "wall" is interlocking concrete barriers with privacy extensions. They are being put around the fountain in preparation for repairs/refurbishing.
