Didn't read through all the comments, but anything related to DC I ask my local source who works for DoD. Ex Coast Guard Commander - true patriot but was vaxxed, but don't hold that against him.

His neighbor is a finance guy for USSS. This has been in the works for a few years do to the "fence jumpers" of past. Took forever to get started because of Natl Parks, Army Corp, USSS and other agencies have been arguing over it. Mostly Red Tape delays. That and it takes years to get "normal" fed buildings into budget....but doesn't disagree with the optics.
