I don’t think it’s the coin! This appears to be a one chance handoff, usually the coins are done in a more arranged handoff. I don’t think she would be handing the coin to him, usually goes from a higher rank to a lower. When and where this happened could give us some more insight. What happened after would be helpful, what direction was she giving him…..just my thought.
I remember this incident clearly when it happened . A group LEO's was at the White House for some event...don't remember what, when I saw the hand off occur.
I don't believe this was a Challenge Coin. It's a Military tradition to exchange Coins which are engraved with identifying military units or groups, such as 82nd Airborne 517th Paratrooper Regimental Combat Team. When military groups are together and someone in the group pulls out their Team Coin to a person from another group and that person doesn't have their Team/unit coin, then they buy a round of drinks for the person who Challenged them...hence the name. It's considered poor form not to Always have your coin.
People often give them to others to honor them...like gifting one to a Veteran as a special momento. POTUS had a special display shelf on the credenza behind his desk in the Oval Office. I can imagine no greater honor than giving your unit's Challenge Coin to the CIC.
The woman who gave the hand off to Pence did it
very covertly. Her face did not look happy and excited like you normally would giving a coin to someone you admire. And his face didn't look appreciative to receive whatever it was.

Very curious.
