A bit oversimplified, but true. Both movies depict the fall of a galactic empire. Luke is a hero in the making simple and pure, whereas Paul is corrupt from the day he was conceived. Lucas was paying homage to the media he grew up with, whereas Herbert was warning us about ... well everything.
