He wrote many different things and yes, Bill Clinton thanked him publicly several times for his insight on global affairs. I don't know that he supported a one-world government more than he exposed the plans for one. This quote is from a book called "The Anglo-American Establishment: From Rhodes to Cliveden" where he breaks down how a one-world government is the goal of people he's studied his entire life. It seemed to me that he was shining the light on the big game, not exactly playing it himself.
It was written over the course of a decade or more, but wasn't first published until 1981, 4 years after Quigley's death.
