The extreme cold also acts as a protectant to spreading illness. Warmth is a preferred environment for inoculation. Extreme cold has some benefits.

That is not scientifically correct. The only things that will hinder microbes by denaturing them would be heat, UV, and humidity. Cold is good for them. They can be preserved in ice for millennia and still be able to function.

Cold temps with low humidity are actually ideal for transmitting viruses. Aside for a couple days, Ottawa hasn't been extremely cold.
