What is the order of procedures to get individual states, local municipalities within, observed for obvious belligerent occupation? D.C. is interesting as it is not American soil so I need to know what to do when the occupants are on American soil. Who would need to be contacted about such? Any key words that would help to navigate the conversation to the people that would be most able to help?

Anyway, there are multiple entities in, from what I can gather, all states. Is each state responsible for itself? With the Supreme Court suggesting that local authorities have no duty to protect the citizens I think that we can count them out of the equation. What happens when a community directly apposes good within a larger community? Armored trucks moving money to banks fair game, are they? Literal bank heist!!! Who needs to know and why do they not?
