Memorandum accepted current borders, Russia signed. Breakaway 'countries' did not accept the borders and asked Russia for help. Can't find anything on Ukraine's border declaration.
I was able to find something on the UN website titled “Statute of Ukraine Concerning the State Frontier, November 4 1991,” but am working on where to actually read the numerous articles outlined in this statute. It does appear to be the most recent iteration of it, though.

This is very interesting, but it would be nice if the author of the article had sourced these statements.
