I think that most of these "host" nations have no national interest in this sort of research and we see that most of nations where these foreign funded labs end up, are poor and corrupt. These are Cabal funded and operated and the corruption suits them and allows them to more easily escape any oversight not controlled by them.

Population centers allow them to be hidden in plain sight, draw from a more educated urban talent pool, and lastly, allows them to sneak the scheduled pandemics to populations readily.

I really don't believe these facilities are planned with safety as a paramount concern, at least not any longer.
