These labs are co-run by Fauci's EcoHealth Alliance and rumor is Russia's entire military operation right now is unofficially to either secure and/or destroy these labs and gather evidence.

Ok, you lost me on this one.
I read 5 pages of the links that spell out what is being built, who is in charge of that location, who is funding it, DoD on everyone I read, what it is for “Pathogens”, WHO will build it, cost, etc. Same funding on each lab, at minimum $2million, same funded by: DoD, same contractor builds ALL labs!
2mil sounds like a lot, but is that the contractor fee, or the construction cost? If it is the latter then it covers materials and labor, not very big labs at all. 2 mill in that country probably goes further, but is ofset by material imports, labor quality differences, lab specialties like custom HVAC, , etc.
Plus if they have security, low voltage alone could eat up 10% of the budget easy for an advanced facility.
You should read one yourself . Everything is spelled out. Bldg costs could be $1,976,548,89, lab costs $1,369,387.90 if not more. This is on every lab and some labs are 2-3 times higher priced, some lower but none lower than $2 million plus and only thing not shown is size of lab and where to be constructed.
Every contractor that work for DOD is a cost plus contract. That's why the Webb Telescope originally estimated cost of 1 billion wound up over 13 billion!
