There is a little reflective sticker that I have seen surveyors use, they look somewhat like that one in the image. Don't know what the other gadgets are supposed to be though.
As far as strategy goes, it seems initially at least the russians used very fast moving, low-to-zero damaging units of relatively inexperienced assets to scout around without breaking much, with no knockout of comms, and certainly no shock-and-awe type stuff. Who likely were reporting back on coords of targets for genuinely equipped forces to hit from a distance away with rocket artillery, air strikes and larger guided missiles. As surgical a strike as anything can be with stuff of that caliber without expensive retrofitting with jdam type addons.
If Putin was doing poorly, the propaganda barrage from ukraine and their allies(puppets?) would not be necessary. Much less swift, nato membership, sanctions, banning of russian media etc. So that bodes well for russia.

Seems silly to question the abilities of a country that possess Hyper sonic missiles.
