So that part of the thought is wrong. 95% of their resources are going towards propaganda and the 5% is going towards "accidentally" killing their own people via untrained with guns and via placing artillery and anti-air on residential apartment buildings. You wouldn't know a war is going on by looking at the people literally living life like nothing's happening, because it mostly isn't happening.
