There was absolutely a cyber attack in NYC last week. There was an internet signal - but anytime you tried to access the web you got a DNS error. It lasted for 5+ hours.
It could have been your DNS server. When I lived in Georgia, Comcast was notorious for going out from time to time, but I changed default DNS servers and would have no Internet issues while others in the area did.
Yup. This. Manually set your DNS to 1.1.1.1 and you will be good to go.
