I'm going out on a limb here with speculation. But what if they sent the bad shots to Conservative states/counties and placebos to brain dead states/counties. Great way for the brain dead to question the sanity of Conservatives. What do you mean the shot hurt you, all my fa.ily and friends got it and it did not hurt us. You are a conspiracy theorist.
