Covid is a pathogen and yes it can survive in water, however it cannot survive in municipal water systems since they are required to have between 0.5-3.0 PPM of chlorine. Chlorine kills pathogens at less than 0.01 PPM.
Most water utilities use chlorine or chloramines as a disinfectant. Chlorine at 0.5 parts per million will kill all pathogens, including Covid.
