Yo the weird this is, I reversed search this image, only listed by a few news sites. Supplier of the image is probe media. Probe media also helps intelligence agencies and they literally have a cross hair in this image on their website. Their website is also very low profile like creepyish, check it out https://www.probe-media.com/
