I suspect that Biden is in control of some of the military but not all. Trump was unable to get the US military to either abandon Al Tanf in Syria, or the Syrian oilfields. I get the impression that not all of the US Mil do as they're told. Trump's response was to declare that they'd got the oil. Mission accomplished. This is the one thing the DS has always lied about and avoided confronting - the stealing of oil. Yet Trump said it. I think he did so to embarrass the DS and the troops beyond his control.
