I like "Rule" #7...Avoid petty laws and useless officials.
Of course, the elites don't want any laws written down that they might have to obey.
They are so sick of having to obey the law.
They would much rather have something more like YouTube's Terms of Service Agreement. You just say something super vague that you can use to do anything you want to anybody.

Good people do not need laws to tell them to act responsibly, while bad people will find a way around the laws.

True, but the bad people have to put a lot of effort in to get around the law. Maybe some bad stuff they want to do doesn't get done because of that.
