My understanding, this is not a treaty by US standards. But what do I know because Obama put us in a treaty with Iran and didn't need the Congress to affirm it. At least I believe it was with Iran, maybe it was another of those corrupt, hate America countries. So if Biden thinks he can okay this deal with the WHO, he should be made to think again; but like I have always said--they do what they want because we don't demand punishment/consequences for their actions.

If I remember right, when Obama was working to put that Paris Climate deal together that did involve Iran, he wouldn't allow congress to see what was in it. He continued to work at it in secret, if I'm remembering this right.
