It's like a Biden gaffe. There have been so many where he says the quiet part out loud that I no longer believe that they are all gaffes.

Seems intentional to me.

What message means and who it is meant for isn't obvious to me.

If you fly the American flag upside-down it is a signal of distress.

What does it mean when you fly another country's flag upside-down?
