First of all 'regulated' means 'properly functioning' but even if it means 'control or supervise', where does it state that the government gets to control or regulate?

It doesn't. It doesn't mention government whatsoever. It DOES however mention the 'right of the PEOPLE'.

So anyone misrepresenting this simple statement are either willfully incompetent or lying about it.

I think that stuff like this is often done intentionally as "evidence" of the impartiality of the fact-checkers.
